I will just paste my affidavit for the time-being.  I will make comments later.  There are typos.  For the most part you can tell they are typos.  I will fix that later.  

AFFIDAVIT FOR HEARING

4/7/2026

1. My name is Anne Bradley. I am over the age of 18 years and believe in the power of oath.  My birthdate is ___________.

2. On Friday, March 27, 2026, at about 2 pm I was woken by a phone call.  My handwritten or typed statement is attached, as time permits.

3. I’ve had a Federal poverty leval income since 2008 - with a ew working exceptions which caused it to go just over federal poverty level.  My income tax statements were processed for me by the IRS.  Barack Obama did away with that service, which was quite harmful to those of us who had incomes less than $30,000/year.  I do all I can to save money yet there is a $2,000 descrepancy with a credit card which my bank offered me about 2 years ago.  I attached a note regarding that with validation of my bank information. Every month, I paid the actual balance, not statement balance - to bring the balance to zero so I had control of the activity. I was persuaded otherwise by some people in that department. I refused.  Yet I got very sick from a skin infection (cellulitis) along with a cyst last year.  My actual balance was last paid on June 3, 2025 as I was on my way to see the doctor in New York City.  

4. On July 2, 2025, the maintenance supervisor where I live  violently smashed in my door while I was taking a bath, treating this painful infection (which worsenced because the bath was weakening my skin and causing me to bleed) Fortunately, I believe a federal agent ordered him out, calling on his phone - he was a foot away from me, dripping with my bath towel, screaming for my life!  He walked back out - my locks inside my apartment were broken and the landlord refused to fix them!  That manager should have been imprisoned!  Most likely, since Elizabeth Bozzuto was Chief Administrative Judge, he was probably transferred to another property Bozzutos own.  

5. No one else had the title to 360 State Street, other than Bozzutos!  Yet Ansonia State Street and the Housing Authority - Elm City Communities, claim they owned this $2.2 billion building with a $160 million so-called purchase only resulting in a limited warantee deed which reflects they are leasing, not owning!  The Housing Authority demanded I had to reapply for Section 8 when Ansonia State Street took over, which was illegal!   The new “owner” has to apply for approval with Section 8/HUD.  Not me!  I’m already approved!  Yet the city’s alderman for this building ordered all other Section 8 tenants, in a meeting I was not informed of, that they all had to complete new Section 8 packets and they all did, not caring about the legitamacy!  

6. Attached are my Affidavit from 1/14/2025 and Plaintiff’s Preliminary Statement To Court’s Declaratory Judgment, October 23, 2024.  This provides you the basics of the harm this corrupted landlord has caused me!  I also remind you that I had food delivered to me once a month by FISH of Greater New Haven after I recovered at home for months from a severely torn hamstring - and the church I attended, St James, refused to bring me any food from their pantry even though it was a half mile away.  Their pastor refused me. I could have been killed when that Metro North passenger sprayed silicone on the floor and caused my feet to completely lose grip - yet I had hold of the guard rail while getting on.  No one ahead of me had any problem and those behind me went to a different entrance of the train.  I still have nightmares regarding that as well as the maintenance supervisor smashing his way in my apartment.  The attacker just stood and watched!  A woman called out fro the conductor, hearing my cries.  The ER doctor at Yale-New Haven Hospital on York Street refused treatment even though I was transported by ambulance!  I was home for several months, on crutches.  My white leg had turned black from the pooling blood caused by internal bleeding.  The ER doctor said they couldn’t find anything - the technician who did the ultrasound said, “there was too much blood”!  By the time a doctor at Yale would see me, even though I emphasized it was an emergency, a resident doctor who actually lived in this same complex I live in (yet would not tell me this) told me I needed surgery.  I refused.  I said, “I’m not going to let them murder me!”  And I meant it for obvious reasons - along with knowing a public friend died of medical malpractice when all she needed was a bunion removed!  That is why I see a doctor in New York City, despite the cost of transportation, etc.  I have Medicare, a federally-funded program.  I cannot be denied; I argued this.  It would be obscunding funds to be forced to only see a doctor in Connecticut, with all the hell I have gone through by this corrupted medical system.  

7. I was called by a person who sounded like a man on February 27 (that is the additional statement/affidivavit attached) but this person said their name was “Valery Wormley Radford” and said he/she was a social services worker in New Haven - yet worked from home most of the time (exceptions Wed and Thurs 8-1pm) despite having a multimillion dollar building on Humphrey Street that was built approximately 10 years ago.  No employee should have access to those records from their home, either.  This person claimed that social services only bases food stamps on incomes, nothing else - which I consider fraudulent processing, to say the least!

8. The person referenced in Paragraph 7 also demanded I cancel this hearing.  I refused.  

9. Additionally, a person who lives alone and has a federal poverty level income has a much greater need than one who shares a home with someone who also gets foodstamps.  Yet I discovered a circumstance which that person even had more food stamps than I do,with a higher income in social security, and owned property and most likely had an ABLE account, which is a secret account one is allowed by the lawmakers - to stash away tens of thousands of dollars under their name and not disclose it yet are able to use it for “emergencies”.  Most likely that person also had thousands of dollars due to death in the family and invested it in real estate.  

10. I have been considering a commercial Medicare program yet will need to retain my dental and vision insurance and also am greatly concerned my Medicare may be stopped with my medical services.  I can’t even imagine why people are getting free groceries through them - where is this money coming from?  Foodstamps?  That would be a bribe, in my opinion!  I have QMB due to having such a low income.  I was approved by Medicare, not Social Services.  The politicians obscunded funds by pushing it to their states and calling it Medicaid when in fact they do not have my permission to view any of my medical records!  This is a very corrupted state which has many in power who enjoy exploiting me, as a peaceful person who believes and expects accountability!  Public Storage stole all my belongings in my unit - refusing to process the payment I sent them by a postal money order!  I did that every month.  I had that unit for 9 years!  They stole all my personal belongings from years, as far back as my childhood!  A year or more later, I got another storage unit due to this apartment being so small (January 2013) Storequest Storage (owned by paedophile rapist Warren Jeffs) purchased that facility, which was New Haven Self Storage.  They too, did the same thing to me!  They wouldn’t process my payment, they stole all my belongings!  They refused to allow me to buy them at auction!

11. My basic expenses monthly

a) Delta Dental $81.00

d) Mint Mobile/monthly    90.00

i. I have two phones due to my wifi

Being cut off where I live.  

e) Groceries cost (which I pay for) 200.00

f) Rent - court increased my rent! 264.00

i. I am overcharged and the court erroneously increased my rent!  I have to pay $15 for a bank check each month as I pay it into court.  According to USC 42 1437 (f) my rent should be ten percent of the actual fair use and value of this apartment.  That would be $93 - I have requested hearings, the housing authority refuses hearings.  The housing authority or the landlord reported to social services I pay $93.20 for rent!  I  submitted complaints about this fraud!  I hardly ever have filled out social service forms and just tolerate what they give me for food stamps.  Yet I am cheated and see others who get more and this causes me so much hardship.

g) TOTAL BASIC EXPENSES I CURRENTLY HAVE: 826.00

h) Bare in mind that this does not include having to replace and repair what illegal intruders do to my apartment!  They have poisoned me twice so badly I had to be on Cipro for ten days!

i) I have had to wash my clothes out by hand because they remotely turned off my washing machine!  I saw it happen!  

i. That has been like this since 2022!

ii. They also removed my faucets in the bathroom sink and bathtub !  The water sprays all over and it is not filtered.  

12. I have prepared document after document regarding the harm they cause, they laws they break - and all that results is further abuse here.  I try to save money to leave the state.  The $2,000 descrepancy needs to be resolved before I can get that money back and saving money is more difficult than ever, particulary since they steal so much from me!  My fuji bike was stolen and it was registered here and placed in a bike area for tenants!  They refuse to confirm my sticker number which was on it. They refuse any accountability for anything!  The trial judge is obviously not an attorney or a very crooked one who breaks law after law, deliberately failing Due Process of Law and all as a Satanic Means to carry out “The Ends Justifies the Means”.  

13. The FISH food bank stopped deliveries because one of the prior employees here, who obviously still lives here, named Jose, lied about me not responding to his call and delivery. I was even in the lobby waiting and the employee at FISH said Jose said I didn’t show up even though I called FISH and told him HE didn’t show up.  It was obviously a pay-to-play scheme since this building has an $89 billion mortgage - this is not a properly run business, not by a longshot and again, should not have been allowed by HUD.  Barack Obama gave many millions of government dollars to the Bozzutos for developing this property with one of his infamous “deals” which they had to agree to - most of the segments are not!  And it does not matter because the legal agreement was trashed!  

14. I have a tenant-based Section 8 apartment and this housing authority lie about it being project-based now.  It says right on the HAP contract it is tenant-based and also that includes the addendum to the lease, which takes precedence over the lease itself; as stated right in the addendum - and the landlord deliberately failed to produce that as an Exhibit at trial, which the judge had scheduled after a hearing which she obviously planned to deny dismissal!  

15. It is now 9:30 and I need to get to the courthouse to fax these documents.  

16. This affidavit of SEVEN pages includes a handwritten statement regarding an obviously fake person named Valerie, along with documents as-stated.

APPEND TO NOTARIZED STATEMENT

 

1. My income is only $1,344!  One person with up to an income of $2,609 qualifies for up to $298!  There is no logic to this hearing, typical of this state placing corruption over  duty of office!  Attached is my proof!

2. I have been cheated by foodstamps for well over a year!   I deserve to have retroactive food stamps from the very day they began cheating me!  

3. The hearing officer was not prepared to have a structured hearing.  

4. The hearing officer was antagonistic, could care less about the facts of this appeal.

5. The hearing officer even said she did not have any information on the case.  

6. The hearing officer twisted my words. She covered for herself by repeatedly saying, “That isn’t relevant” which it was relevant!  

7. The hearing officer asked me about children as if she did not know.  She first said she did not know how old I am; then she said she did not even have my case information!  

8. The hearing officer was not transparent.

9. The hearing officer said she would leave the hearing open to receive my fax; then she said right in the hearing that she had already made up her mind!  In fact, I believe she had her mind made up before the hearing took place!  I had no opportunity to mention the fraud that the food stamps is committing - since I used my foodstamps card at Target on 3/10/2026 (113.40; agreed/also purchased household items and a few necessary clothes items due to theft of my underwear in my apartment) and PriceRite on 3/17/2026 (36.11-my bank card was also charged, which makes no sense since I did not have much room in my cart to purchase groceries.I had been at the Acropolys Diner for several hours working on both my bank descrepancy and an update of my illegal eviction case, accusing me of not paying my rent for August and September of 2024, which was a lie - and I produced the checks proving I paid.  The landlord failed to deposit them and only cashed them.  I will have to check with the PriceRite Manager because they have been a very good store; I get very good service.  I will also look for my receipt) yet my bank card was apparently charged in addition, for almost the exact same amount.   

a) Food Stamps Purchasing History according to the automated system is also attached.  I was not given any time to even discuss these matters.  The hearing officer was obviously instructed to cut me off as much as possible - not do her job.

10. The hearing officer said she wanted to know if I knew how old I was - which was foolish!  There was nothing that she said that made any sense about “validating”.  A lot of people know my age.  She knew it was my phone.  She had my age in front of her yet denied she had it in front of her.  

11. The hearing officer was far from being transparent!

12. The hearing officer said my food stamps were maximized yet I find that for one person who has an income of over $2,600 is qualified for up to $298 DEPENDING ON THEIR ASSETS!  I printed the proof!

a) ASSETS + LIABILITIES = OWNERS EQUITY!

b) OBVIOUSLY LIABILITIES ARE SIGNIFICANT!  

c) This was an Ends Justifies the Means hearing!  She only had a mission to disrupt anything that contested why she only receives $139!  

13. This hearing officer seems to just like to hear herself talk.  She makes no sense; I try to elaborate on issues, she cares nothing about the facts and her responsibility to have a structured hearing.  She fails to even process what I say! She twists my words to antagonize me!  

14. I was not informed that the case worker, who I never met, was participating on this hearing.  Though the hearing officer claimed this case worker emailed me, I did check my email after this hearing and there is no email!  In fact, the case worker who called me on April 1, if he/she was even a case worker, said he/she would be mailing me a form to discontinue the hearing request.  I said I would not respond to that.  He/she did not say anything about a summary being sent to me!  

15. I was never given opportunity to refer to a prior consideration for a hearing; I was told I had to go to West Hartford, CT.  I said it was not worth all the time, which I did not have due to continuous abuse I get directly and indirectly ftrom this corrupted landlord, WHO IS NOT THE OWNER OF THE BUILDING AND SHOULD NOT BE AUTHORIZED BY HUD.  

16. This concludes my appended statement to affidavit.

17. I will also include the food stamps notification - and that notification would have been issued by a case worker.  There was no hearing summary.
